Explanation of Vote in Support of the Passage of Senate Bill No. 2893: Virology Institute of the Philippines (VIP) Act

Mr. President, esteemed colleagues,

I express my strong and unequivocal support for the passage of Senate Bill No. 2893, otherwise known as the “Virology Institute of the Philippines (VIP) Act.” This measure is a significant step toward strengthening our nation’s capabilities in virology, disease prevention, and scientific research—an urgent and necessary move in light of recent global health crises.

The COVID-19 pandemic has underscored the critical need for a dedicated research institution that can focus on the study of viruses, develop vaccines, and enhance our preparedness against infectious diseases. Establishing the Virology Institute of the Philippines will not only bolster our scientific and medical expertise but will also lessen our dependence on foreign research institutions and pharmaceutical companies for vaccines, diagnostics, and treatments.

Beyond pandemic response, the VIP will serve as a center for innovation, supporting advancements in agriculture, animal health, and environmental protection. A robust virology research sector will help safeguard not just human lives but also our food security and biodiversity.

As a nation, we must invest in science and technology to ensure a safer and healthier future for our people. Through this measure, we are laying the foundation for a more resilient and self-sufficient Philippines in the face of emerging health threats.

With this, Mr. President, I proudly cast my vote in favor of Senate Bill No. 2893 and urge my fellow lawmakers to do the same.
