Explanation of Vote on House Bill No. 6505: An Act Renewing the IBC Franchise


Mr. President, esteemed colleagues,

I would like to congratulate to Senator Raffy T. Tulfo, for his unwavering dedication and exemplary efforts in championing the passage of House Bill 6505, which renews the franchise of Intercontinental Broadcasting Corporation (IBC) for another twenty-five (25) years.

As a public broadcaster, IBC plays a vital role in delivering relevant and accurate information to our people, particularly in times of national emergencies and crises. Its mandate to provide public service programming—focusing on education, culture, and public interest—aligns with our goal of promoting inclusive and responsible broadcasting in the Philippines.

The renewal of this franchise ensures that IBC will continue to serve as an alternative voice in the media landscape, offering programs that prioritize the welfare of Filipinos. This renewal is an opportunity to further improve the network’s capacity to adapt to technological advancements and the evolving needs of our citizens, especially in the era of digital transformation.

Additionally, I believe that supporting the renewal of IBC’s franchise reinforces our commitment to media plurality and diversity. It provides the network with a renewed chance to revitalize its operations, attract partnerships, and contribute meaningfully to the development of Philippine media.

I also acknowledge the potential this renewal holds for creating job opportunities and boosting economic activity within the broadcasting sector. As we aim for national recovery and progress, every institution capable of supporting these goals deserves our backing.

For these reasons, I cast my vote in favor of the passage of this bill. Let us continue to empower public broadcasting for the benefit of the Filipino people.
