Tatak Pinoy (Proudly Filipino) Act

Mister President, with the indulgence of the good sponsor from the province of Aurora, Senator Sonny Angara, I would like to be made co-sponsor of Senate Bill Number 2426 under Committee Report Number 107, or the Tatak Pinoy Act.
This bill, which has been the advocacy of the good sponsor since 2019, does not just simply provide a plan to improve trade, rather it aims to institutionalize a multisectoral, programmatic, and science-based policy framework wherein government and the private sector shall collaborate to empower domestic enterprises, allowing them to be become globally competitive.
Under the bill, domestic enterprises producing or providing services covered by the Tatak Pinoy Strategy (TPS) shall enjoy a number of benefits such as domestic preference wherein government procurement shall give preference and priority to domestically-produced and manufactured products. Furthermore, this bill mandates government financial institutions, particularly the Landbank of the Philippines, the Development Bank of the Philippines, the Philippine Guarantee Corporation (PHILGUARANTEE), and the Small Business Corporation (SB Corp) to expend their loan and guarantee programs to accommodate domestic enterprises covered by the TPS.
Another important feature of this bill Mr. President, is that the Tatak Pinoy Council created under this measure is mandated to provide support to enable Tatak Pinoy products and services to gain access to domestic and international markets, mandating the DTI and other market and promotion agencies to integrate Tatak Pinoyproducts and services in its marketing plans.
Mr. President, sa naranasan nating pandemya, ipinamalas ng marami sa ating mga kababayan ang pagiging malikhain sa pagnenegosyo at naging matagumpay sa tulong mga mga digital platforms.
Mas mapalalago pa natin ang mga negosyo lalo na ang MSMEs na pangunahing nagbibigay ng trabaho sa bansa kung may sapat na mekanismo sa ating mga batas na bibigyan sila ng kakayanan na makapag-alok ng produkto at serbisyong maipagmamalaki natin sa ibang bansa.
It is imperative that we ensure that government investments will translate to creating meaningful change in the Philippines through the creation of quality jobs and entrepreneurship opportunities, and support for priority industries to make them more globally competitive, thereby raising the living standards of the Filipino people, and achieving sustainable growth in the country. There needs to be a coherent trade policy achieved through government and private collaboration that will elevate Filipino enterprises providing globally competitive products, goods and services.
With the approved Philippine Export Development Plan for 2023 – 2028 napapanahon na na magkaroon tayo ng coordinated effort sa pagitan ng gobyerno at pribadong sektor upang magkaroon ng makabuluhang pagbabago sa ating ekonomiya.
