Mandating the Use of Body Worn Camera

Mister President, with the indulgence of the Deputy Minority Leader JV Ejercito, I would like to be made co-sponsor of Senate Bill No. 1908 under Committee Report No. 36, entitled “An Act Mandating Law Enforcement Officers to Use a Body-Worn Camera During Law Enforcement Operations, Providing Penalties for Violations, and Appropriating Funds Therefor.”

No less than the Supreme Court recognized its significance and promulgated the Rules on the Use of Body-Worn Cameras in the Execution of Warrants (Administrative Matter No. 21-06-08-SC) on June 29, 2021. These guidelines provide for the mandatory use of body-worn cameras or alternative recording devices during the implementation of arrest and search warrants.

This representation filed a similar measure, Senate Bill No. 1184, supporting the mandatory use of body-worn cameras by law enforcement agencies in their anti-illegal drug and criminality operations. This serves two major purposes: first, to protect the public against police misconduct by improving law enforcement accountability; and second, to help protect our policemen from false and uncorroborated accusations of abuse.

The proposed bill seeks to improve investigations through the use of clear audiovisual records and to assist courts in determining the credibility of parties. Ultimately, the measure aims to foster greater trust between law enforcement agencies and the public.

With this, there is a need to institutionalize such practice and provide the necessary funding.
