AMID the continuing and escalating tensions in the West Philippine Sea, persistent acts of harassment against Filipino fisherfolk and maritime personnel, as well as emerging cyber threats, Senator Jinggoy Ejercito Estrada has filed a resolution urging the Senate to direct the appropriate committees to exercise their oversight functions in examining the implementation of the Armed Forces of the Philippines (AFP) Modernization Program.
Estrada said the move aims to identify possible legislative interventions to enhance the country’s defense capabilities in light of mounting security challenges in the region.
“Our defense posture must evolve rapidly. We cannot afford delays when the safety and security of the Filipino people are at stake,” the veteran lawmaker stressed.
In filing Senate Resolution No. 161, the Vice Chairperson of the Senate Committee on National Defense and Security expressed concern over the sluggish progress of the AFP Modernization Program despite its strategic importance in safeguarding national sovereignty and territorial integrity.
Estrada noted that its implementation has been hampered by delays and underfunding.
As of 2025, several modernization projects remain incomplete: 15 from Horizon 1 (2013–2017), 73 from Horizon 2 (2018–2022), and 37 under Horizon 3 (2023–2027).
He lamented that the Department of National Defense’s (DND) proposed ₱133.74 billion budget for Fiscal Year 2026 was drastically reduced to ₱90 million in the National Expenditure Program — ₱50 million of which falls under unprogrammed appropriations, meaning its release will now depend on excess revenue collections and foreign grants.
“This stark gap between proposed and actual funding reflects the budgetary constraints that continue to hinder progress,” Estrada said.
“These figures reveal a glaring mismatch between our defense needs and actual funding support. Our soldiers are ready to defend the country, but we must equip them with the tools and technology necessary to do so effectively,” he said.
Estrada also underscored the importance of newly enacted laws such as the Self-Reliant Defense Posture Revitalization Act (Republic Act No. 12024) and the New Government Procurement Act (Republic Act No. 12009) as vital steps toward enhancing local defense production and procurement efficiency. However, he stressed that these measures must translate into concrete results on the ground.
“The threats we face today are no longer hypothetical—they are real and immediate. From territorial incursions to disinformation campaigns, the Philippines needs a defense force that can respond with speed, precision, and technological readiness,” he added.
Estrada likewise called for a whole-of-government and whole-of-nation approach in achieving the country’s defense modernization goals, emphasizing that national security is not solely the responsibility of the military but a shared commitment of all sectors.
“The modernization of the AFP is not just about purchasing equipment,” Estrada concluded. “It’s about ensuring that the Philippines remains sovereign, secure, and ready to protect every Filipino—whether at sea, in the air, on land, or online.”

Sa gitna ng patuloy na tensyon sa West Philippine Sea, mga insidente ng pangha-harass sa mga mangingisdang Pilipino at tauhan ng maritime agencies, pati na rin ang lumalaking banta sa cyberspace, naghain si Senador Jinggoy Ejercito Estrada ng isang resolusyon na nananawagan sa Senado na atasan ang mga kaukulang komite na gamitin ang kanilang oversight functions upang busisiin ang pagpapatupad ng Armed Forces of the Philippines (AFP) Modernization Program.
Ayon kay Estrada, layon nito na tukuyin ang mga kinakailangang hakbang at posibleng amyenda sa batas upang mapabilis ang pagpapatupad ng mga proyekto at mapalakas ang kakayahang pangdepensa ng bansa sa gitna ng mga lumalalang hamon sa seguridad.
“Dapat ay mabilis umangkop ang ating depensa. Hindi tayo pwedeng magpatumpik-tumpik lalo na kung kaligtasan at seguridad ng sambayanang Pilipino ang nakataya,” diin ng beteranong senador.
Bilang Vice Chairperson ng Senate Committee on National Defense and Security, ipinahayag ni Estrada ang kanyang pagkabahala sa mabagal na pag-usad ng AFP Modernization Program sa kabila ng kahalagahan nito sa pangangalaga ng pambansang soberanya at teritoryo.
Aniya, patuloy na naaantala ang pagpapatupad ng programa dahil sa kakulangan ng pondo. Hanggang sa kasalukuyan, nananatiling hindi pa rin natatapos ang ilan sa mga proyekto: 15 mula sa Horizon 1 (2013–2017), 73 sa Horizon 2 (2018–2022), at 37 sa Horizon 3 (2023–2027).
Binanggit din ng senador na ang ₱133.74 bilyong panukalang pondo ng Department of National Defense (DND) para sa Fiscal Year 2026 ay binawasan sa ₱90 milyon sa National Expenditure Program—kung saan ₱50 milyon ay kabilang pa sa unprogrammed appropriations, na nakadepende sa sobrang koleksyon ng kita at mga dayuhang grant.
“Malinaw na ipinapakita ng malaking agwat sa pagitan ng panukala at aktwal na pondo ang kakulangan sa budget na patuloy na pumipigil sa ating pag-usad,” ani Estrada.
“Handa ang ating mga sundalo na ipagtanggol ang bansa, ngunit dapat bigyan natin sila ng tamang kagamitan at makabagong teknolohiya para magawa ito nang epektibo,” dagdag pa niya.
Binigyang-diin din ni Estrada ang kahalagahan ng mga bagong batas tulad ng Self-Reliant Defense Posture Revitalization Act (Republic Act No. 12024) at ng New Government Procurement Act (Republic Act No. 12009) bilang mga mahalagang hakbang para mapaunlad ang lokal na produksyon at mas mapabilis ang proseso ng procurement sa sektor ng depensa. Gayunman, iginiit niya na kailangang makita ang kongkretong resulta ng mga ito sa aktwal na implementasyon.
“Ang mga banta sa ating bansa ay hindi na haka-haka lamang—ito ay totoo at kailangang tugunan agad. Mula sa mga paglabag sa teritoryo hanggang sa mga kampanya ng disimpormasyon, kailangan ng Pilipinas ng puwersang pananggol na mabilis, eksakto, at handang makipagsabayan sa makabagong panahon,” pahayag ni Estrada.
Nanawagan din siya ng isang “whole-of-government at whole-of-nation approach” sa pagsasakatuparan ng mga layunin ng modernisasyon, binigyang-diin na ang pambansang seguridad ay hindi lamang tungkulin ng militar kundi pananagutan ng lahat ng sektor.
“Ang modernisasyon ng AFP ay hindi lang tungkol sa pagbili ng mga kagamitan,” pagtatapos ni Estrada. “Ito ay tungkol sa pagtiyak na mananatiling malaya, ligtas, at handa ang Pilipinas na ipagtanggol ang bawat Pilipino—sa dagat, sa himpapawid, sa lupa, at maging sa online na mundo.”
