Co-Sponsorship Speech on Senate Bill No. 2975: The Revised Animal Welfare Act

Mr. President, my dear colleagues,

With the permission of the Honorable Sponsor, allow this representation to co-author and co-sponsor Senate Bill No. 2975 or the Revised Animal Welfare Act, which seeks to repeal an old law and introduce new legislation aimed at further promoting the rights and welfare of animals.

Marami na talaga ang nagiging pet lover sa ating bansa. Naging parte na rin sila ng ating pamilya. Kapag lumalabas nga o nagbakasyon, requirement na talaga na “Pets Allowed” sa ating pupuntahan para hindi naman sila maiwan sa bahay.

However, we have seen countless harrowing videos on social media depicting animal cruelty, abuse, or neglect. 

Ang masaklap na katotohanan pa ay ginagawang taga-bantay lang ng bahay ang ating mga alagang aso. At kapag may kalamidad o baha, naiiwang nakatali o nakakulong sa bahay ang mga alagang hayop.

We cannot just turn a blind eye on these persistent problems regarding our beloved pets.

Updating and adopting a revised Animal Welfare Law is important to improve the welfare and protection of animals in our country.

With the Senate’s passage of this measure, it would address emerging animal welfare issues, particularly on promoting a more humane treatment of animals, imposing stiffer penalties against animal abuse and cruelty, and improving enforcement of regulations and standards.
