Sen. Jinggoy Ejercito Estrada explained the proposed grant of amnesty to members of the Rebolusyonaryong Partido ng Manggagawa ng Pilipinas/Revolutionary Proletarian Army/Alex Boncayo Brigade (RPMP-RPA-ABB). During the interpellations on House Concurrent Resolution No. 19 on Monday, February 26, 2024, Estrada cited a 2000 peace agreement between the Philippine government and the RPMP-RPA-ABB, followed by a 2014 clarificatory agreement containing a provision that the government “commits to facilitate the issuance of an amnesty proclamation” for qualified members. In 2013, RPMP-RPA-ABB was renamed to Kapatiran para sa Progresong Panlipunan as part of its transformation to a legitimate socioeconomic and political organization. (Voltaire F.
