During the interpellations on House Concurrent Resolution No. 19 on Monday, February 26, 2024, Estrada cited a 2000 peace agreement between the Philippine government and the RPMP-RPA-ABB, followed by a 2014 clarificatory agreement containing a provision that the government “commits to facilitate the issuance of an amnesty proclamation” for qualified members.
