Resolution Concurring in the Ratification of International Labour Organization Convention No. 190 of the “Convention Concerning the Elimination of Violence and Harassment in the World of Work (ILO C190)


Mr. President, distinguished colleagues:

I rise today to manifest my full support for the concurrence to the ratification of International Labour Organization Convention No. 190 or the “Convention Concerning the Elimination of Violence and Harassment in the World of Work (ILO C190)”.

As Chairperson of the Committee on Labor, I laud the Chairperson for swiftly acting on the ratification of ILO C190. This Convention is the first-ever international treaty on violence and harassment in the world of work. It also adopts an inclusive, integrated, and gender-responsive approach, allowing the protection of workers in all sectors, in both formal and informal economies, and in urban and rural areas. It likewise covers all workers and employees irrespective of their contractual status. The scope of protection extends to persons in training, including interns and apprentices, workers whose employment have been terminated, volunteers, jobseekers and job applicants.

The ratification of ILO C190 will reinforce the commitment of the Philippine government to promote and protect the rights of Filipino workers here and abroad. It will uphold the right of every individual to a working environment that is free from discrimination, violence, and harassment.

As Chairperson of the Committee on Labor, we join in the call for the Senate concurrence to the ratification of this Convention that would allow all workers’ rights to safety, fairness, and dignity in the world of work. There is much to do in terms of operationalization, but this is a step in the right direction in ensuring decent work for all.
