Co-Sponsorship Speech on Senate Resolution No. 610 Expressing the Profound Sympathy and Sincere Condolences of the Senate on the Death of Hon. Carlos M. Padilla

Mr. President, I am one with the nation in mourning the passing of Nueva Vizcaya Governor Carlos M. Padilla. Governor Padilla has served the country for 29 years as congressman and assemblyman. 

Governor Padilla served as an assemblyman for Nueva Vizcaya in the interim Batasang Pambansa from 1978 to 1984, and as a Representative for the lone legislative district of Nueva Vizcaya during the eight congress from 1987 to 1992, tenth and twelfth congresses from 1995 to 2204, and fourteenth to sixteenth congress from 2007 to 2016. As governor of Nueva Vizcaya, he served from 2016 until his demise on may 5, 2023.

As a veteran lawmaker, he has been champion of education, authoring the Free Public Secondary Education Act of 1998 (RA 9655) and the Government Assistance to Students and Teachers in Private Education Act (RA 6728).
