Jinggoy Estrada posed this question to Chief Presidential Legal Counsel Juan Ponce Enrile in a Senate hearing Wednesday, March 22, 2023. “You do not have to write that in the Constitution, that you must vote separately. The very nature of your bicameralism dictates that you must vote separately,” Enrile told Estrada.
