First of all, I would like to thank my colleagues in this august body, led by our Senate President Juan Miguel Zubiri for allowing this representation to push for the passage of this very important bill and of course to our Majority Leader for proposing, as a messenger, the amendments. And of course, to our good Minority Floor Leader Sen. Koko Pimentel for your patience and wise counsel, and of course to my resource persons who are always present during the deliberations namely: BGEN ROMMEL ROLDAN of the Philippine Air Force, Assistant Secretary Lawrence Dy of the Department of National Defense, BGEN ACMAD OMAR, JR of the Philippine Air Force and to all my staff, and for giving their valuable time to attend the briefings and for listening to the urgent concerns of the defense establishment, and for giving support to this bill.
I hope that this measure will usher improved morale for our soldiers and officers of the Armed Forces of the Philippines, as it sends a clear message that this Senate, their Senate, is one with our gallant soldiers and heroes as they perform their noble duty of protecting and defending our beloved country against aggressors and enemies. This bill will also provide the Armed Forces of the Philippines with the flexibility, stability and dynamism to adequately adapt and respond to the demands of the uncertain times.
