Mister President, with the indulgence of the good gentleman from Sorsogon, Senator Chiz Escudero, I would like to be made co-sponsor of Senate Bill Number 1962 under Committee Report Number 44, entitled “An Act Disqualifying Relatives of Public Officials Within the Fourth Civil Degree of Consanguinity and Affinity from All Government Contracts and Providing Penalties Therefor”.
This measure imposes disqualification against relatives within fourth degree of consanguinity or affinity of certain public officials from participating in or entering into government contracts.
This apparently amended several provisions of Republic Act No. 12009, otherwise known as the “New Government Procurement Act”.
This proposed measure is pursuant to the time-honored principle of public office is a public trust (Article XI, Sec. 1, 1987 Philippine Constitution). It mandated that officials must serve with utmost responsibility, integrity, loyalty, and efficiency, acting with patriotism and justice while leading modest lives. Supreme Court decisions emphasize that government service is a duty, not a privilege, and that officials must prioritize the general welfare over personal or financial interests.
This representation supports this bill and acknowledges the importance of legislating measures to prevent conflicts of interest of public officials and private contractors participating in government contracts. It aims to deter dishonest acts, ensure accountability, and promote integrity in public service.
We commend the sponsor for the immediate action on this very important measure.
