Jinggoy proposes removal of senior high school to rationalize PH basic education system

SAYING that it has failed to deliver its promised benefits, Senate President Pro Tempore Jinggoy Ejercito Estrada has proposed the removal of the mandatory Senior High School (SHS) level under the K to 12 program in a bid to rationalize the country’s basic education system.

“Ever since this education reform was put in place, it has been met with criticisms and objections from various groups. It has been 12 years now since the enactment of the law, yet it still has not fully achieved its goal,” Estrada said, referring to Republic Act No. 10533, also known as Enhanced Basic Education Act of 2013.

“We can’t keep letting students and their parents shoulder the extra time and cost of senior high school. Bakit natin hahayaan na patuloy na maging dagdag pasanin sa oras at gastusin ang dalawang taon sa high school level?” he added.

The SHS program was designed to bring the Philippine education system closer to international standards by serving as a bridge between high school and college. The goal was to produce graduates who are well-rounded, equipped with 21st-century skills, and ready for whatever path they choose – whether pursuing college degree, learning technical skills, getting a job, or starting a business.

In seeking to amend the law, Estrada filed Senate Bill No. 3001 where he cited the admission of Department of Education (DepEd) officials that the “SHS program has not yet reached its vision for the K to 12 graduates” due to congested curriculum, overworked teachers and students, and the low employment rate of SHS graduates, with only 10% entering the workforce – mostly in informal sectors.

Furthermore, survey results from Pulse Asia Research Inc. in March 2025 showed low satisfaction levels with the program, with only 33% of respondents satisfied, while 40% expressed dissatisfaction.

Historical trends also reveal a declining approval rate for SHS, from 41% in 2023 to 35% in 2024, and further down to 33% in 2025.

Estrada’s proposed measure retains the fundamental principles of RA 10533 but removes the SHS level. The aim is to simplify the high school system while still making sure students get quality education that meets global standards.

Under the rationalized basic education program, Estrada recommended a one-year kindergarten education, followed by six years of elementary education and four years of secondary education.

“This bill is a practical step to fix our basic education system – make it more efficient, use resources better, and give students a more meaningful learning experience,” said Estrada.


Pagtanggal ng Senior High School level sa K-12, ipinanukala ni Jinggoy

DAHIL bigong maisakatuparan ang dapat sana’y pakinabang na matatamo, ipinapanukala ni Senate President Pro Tempore Jinggoy Ejercito Estrada ang pagtanggal ng mandatory Senior High School (SHS) level sa K to 12 program upang gawing mas makabuluhan ang sistema na basic education sa bansa.

“Samu’t saring batikos at pagtutol mula sa iba’t ibang sektor ang narinig natin nang ipatupad ang repormang ito sa edukasyon. Sa loob ng labingdalawang taon, mula nang maisabatas ito, hindi pa rin ganap na nakakamit ang layunin nito,” ani Estrada patungkol sa Republic Act No. 10533 o ang Enhanced Basic Education Act of 2013.

“Hindi natin pwedeng hayaan na patuloy na maging pasanin ng mga estudyante at kanilang mga magulang ang dagday na oras at gastos ng senior high school. Bakit natin hahayaan na patuloy na maging dagdag pasanin sa oras at gastusin ang dalawang taon sa high school level kung hindi naman natutupad ang layunin nito?” dagdag pa ng senador.

Ang SHS program ay idinisenyo upang ilapit ang sistema ng edukasyon sa Pilipinas sa antas ng pandaigdigang pamantayan at magsilbing tulay sa pagitan ng high school at kolehiyo. Layunin nitong makapagtapos ang mga mag-aaral na may sapat na kakayahan, kaalaman sa 21st-century skills, at handa sa anumang landas na kanilang pipiliin — maging ito ay patuloy na pag-aaral sa kolehiyo, pagkakaroon ng kasanayang teknikal, pagtatrabaho, o pag-nenegosyo.

Sa kanyang inihaing Senate Bill No. 3001 na nagpapanukala ng pag-amyenda ng RA 10533, binanggit ni Estrada ang pag-amin ng mga opisyal ng Department of Education (DepEd) na hindi pa naaabot ng SHS program ang layunin nito para sa mga K to 12 graduates dahil sa napakaraming curriculum, over-worked ang mga guro at estudyante, mababang employment rate ng mga nagtapos ng SHS — 10% lamang ang pumapasok sa labor force, karamihan pa ay sa informal sector.

Bukod pa rito, lumabas sa isinagawang survey ng Pulse Asia Research Inc. noong Marso ng kasalukuyang taon ang mababang satisfaction level sa programa. Nasa 33% lamang ng mga respondent ang nagsabing sila ay nasisiyahan sa SHS program, habang 40% ang nagsabing sila ay hindi nasisiyahan.

Sa mga nakalap na datos, nakita rin ang patuloy na pagbaba ng kumpiyansa ng publiko sa SHS program — mula 41% noong 2023, bumaba sa 35% noong 2024, at lalo pang bumagsak sa 33% ngayong 2025.

Sa panukalang pagtanggal ng SHS level, sinabi ni Estrada na mananatili ang mga pangunahing prinsipyo ng RA 10533. Layon aniya ng kanyang panukalang amyenda na gawing mas simple at mas maayos ang sistema ng high school habang tinitiyak pa rin ang kalidad ng edukasyon na akma sa pandaigdigang pamantayan.

Sa ilalim ng rationalized basic education program, iminungkahi ni Estrada ang isang taong edukasyon sa kindergarten, anim na taon sa elementarya at apat na taon sa secondary education.

“Ang panukalang ito ay isang praktikal na hakbang upang ayusin ang ating sistema ng edukasyon — upang ito’y maging mas episyente, mas mahusay sa paggamit ng pondo, at mas makabuluhan para sa ating mga mag-aaral,” paliwanag ni Estrada.
